Dr. Lara devoted his years to public health particularly in preventing the spread of cholera, typhoid fever, dysentery, measles, and diphtheria in the country. He is a pillar of the Philippines public health movement and has played a significant role in the establishment of some of the country’s most important public health institutions.

Dr. Lara garnered his M.D. in the University of the Philippines in 1919, and his R.P.H. and Dr.P.H. in John Hopkins University in 1923 and 1924, respectively.
